Making anything beyond a simple UI animation usually means writing tweens by hand. There is no real timeline or keyframe tool for UI.

What already exists
The original targeted Creator Store search reviewed 66 plugins. Plugin prices, votes and update ages below are from that original search where recorded. Later findings are described alongside them.
Includes a Studio UI designer plus a timeline animator with keyframe based UI animation. A direct match for the core idea.
Provides GUI objects, keyframes, playback and animation export to code. Covers most of the core idea.
Provides reusable motion presets you apply to GUI elements. Overlaps with reusable animation, but is not a full timeline and keyframe editor.

Why we're passing
We found an actively maintained plugin, Xocoatl, that already combines a UI editor with a keyframe timeline, along with several others covering presets and tween generation. This already looks well covered.
Can it be built?
A plugin can build its own editor on top of Studio's UI objects. It would not need any special hook from Roblox, just a lot of custom interface work.
This is our best guess from reading the public APIs, not a guarantee. The confidence estimate concerns technical feasibility only. Roblox can change its APIs at any time.

- There is strong demand and a clear buyer, but this is also one of the bigger builds on this list, and the Creator Store already has active plugins doing a lot of this.

- What would make it different
- A proper UI focused motion tool, not a generic object animator.
- How much work it'd be
- Doable, but a real undertaking: timeline interface, interpolation, saving and loading, undo, preview, and exporting.
- What could go wrong
- Large surface area to maintain. Worth researching existing tools closely before starting anything.
